The purpose of this paper is to answer the following question: how have Japanese general citizens' ideasabout the control of science and technology changed after participation in the Scientific Ethics Café? Until now,Japanese citizens are in fact less inclined to involve themselves in discussions about science and technology withprofessionals and specialists. Since the nuclear plant accident in Fukushima, rather than recognizing that it isimportant for citizens to participate in the discussions contributing to decision making concerning science andtechnology, it seems that citizens are much more likely to leave the decisions concerning science and technology tospecialists and professionals. To break such a current state, This paper propose a direction in which the ethicseducation of science and technology for general citizens in Japan should aim using the questionnaires and transcriptsderived from discussions with citizens in Tochigi, in a unique process arranged by the author known as ScientificEthics Café; a process that has been operating since 2010.
